"The Constitutional Convention, The ULTIMATE Mission Creep"
There was general agreement in 1787 that the Articles of Confederation that governed relations between the 13 newly independent nations of North America were not working well. The solution was to hold a convention to revise the articles so that they would be adequate to the purpose. Once in session, however, the delegates revised their mission and chose instead to create a constitution for a new, united nation without mentioning this vast new goal to their state governments or asking for permission to do so.
